OrbitalATK has an immediate need for a Mgr Subcontracts in our Chandler location


The selected candidate will be a strong leader with the ability to effectively communicate and influence the Orbital programs and engineering teams, business unit/program management senior leadership and Supplier leadership during interface opportunities. The ideal candidate will bring creativity and a solution-oriented mindset to effectively execute in a high pressure, high visibility supply chain environment.This role will include the development of subcontract specifications, statements of work, and terms and conditions for the procurement of complex systems, subsystems, components and services. This role will participate in the coordinating subordinate employee recruitment, selection and training, performance assessment, work assignments, salary, and recognition/disciplinary actions. Participating and leading the preparation of bid packages, bidders' conferences, analyses and evaluation of proposals, negotiations of subcontract provisions, final selection of subcontractors, and administration of subcontracts.

Responsibilities include but are not limited to:

  • Integrate a culture to improve upon strategic sourcing and supplier affordability / improvement projects to drive year-over-year savings and program affordability
  • Develop comprehensive acquisition planning processes to include long lead material alignment, procurement aggregation and efficiencies, consolidation of material requirements release strategies, improved supplier management inventory programs, and alignment between Operations, Production Control, cross-functional teams, and Divisional Leadership.
  • Implement and improve supplier management actions to provide on-going status for procurement actions to Program Teams and Leadership while maintaining compliance to regulatory, statutory and corporate requirements.
  • Align with Orbital ATK Supply Chain Operations/Compliance teams to maintain site level compliance of the Contractor Purchasing Systems Review (CPSR).

The Manager, Subcontracts is responsible for leading and mentoring the Subcontracts team members to enable competencies and efficiency in the following:

  • Development of material program strategies and plans;
  • Sourcing strategies and processes to implement alternate sources to support LSIC test and facility requirements;
  • LVD growth strategies and new program/business integration to include material requirements integration;
  • Develops program supplier risk and opportunity management plans;
  • Participates in gate reviews and capture / proposal efforts;
  • Subcontracts staffing support and alignment on performance development discussions with SCM personnel to SCM leadership

Required Experience, Skills & Education:

  • A minimum of ­­­­­9(nine) year's experience in a progressive Supply Chain, Material Program Management, Subcontract or Program Manager role
  • Proven leader in a cross-functional, matrix environment
  • Experience interfacing and communicating with all levels within an organization
  • Strong analytical skills with the ability to plan, control and direct activities and resources
  • Strong working knowledge of Microsoft Office® suite or similar software programs
  • Bachelor’s Degree in Business, Finance, Supply Chain, Operations Management or any major related to the job description
  • Strong program/project management skills
  • Demonstrated learning agility
    Experience with subcontract cost, quality, schedule and technical program performance
    Strong organizational skills to handle many overlapping projects simultaneously
    Ability to successfully interface and interact with all levels of the organization
  • Understanding of FAR/DFAR requirements and regulations
  • Understanding of Export/Import, ITAR and EAR requirements
  • Previous DoD experience
  • Excellent verbal, written and listening communication skills
  • MS or MBA preferred

Security Clearance Requirements
This position prefers the successful issuance, transfer or maintenance of a Secret security clearance..

Managing Subcontractors to meet all subcontract requirements including cost, schedule, technical and quality requirements.
Leading negotiations, changes and close-out activities, maintaining all required subcontracts records.
Preparation and issuance of Requests for Proposal (RFP) in support of proposals and program requirements. Reviewing and leading the evaluation of Subcontractor proposals.
Ensuring subcontract compliance with public law and Orbital policy and procedures, understanding and applying, as appropriate, Federal Acquisition Regulations (FAR/DFAR), ITAR and import/export requirements.
Ensuring effective application of program management tools in the development of subcontractor requirements including EVMS, IPDS, and Risk /Opportunity Management.
