The Orbital ATK Missile Defense and Controls (MD&C) facility in Elkton, Maryland began solid-propellant rocket operations in 1948. Today, the Elkton MD&C facility designs, develops, and produces solid-propellant propulsion and ordnance systems in programs professionally managed for a wide variety of Government and commercial customers.  The facility also serves as the hub for offsite


Serve as primary interface with customer for contractual issues in support of an integrated product team.  Review contractual terms and conditions to ensure protection of company interests. Participate in negotiating new contracts and in identifying and negotiating contract changes.  Release internal authorization to proceed, funding and other contractual direction received from customer.  Monitor contract and associated program to ensure that contractual obligations are communicated and understood.  Ensure compliance with company procedures and government regulations.


  • BS degree in Business or related degree, required; an advanced degree (MBA) is highly desired; NCMA certification is a plus.
  • 2 years minimum experience in contract management or related field in a USG environment at the prime or subcontract levels.
  • Familiarity with contract terms and conditions and in proposal development, negotiation, and contract administration.
  • Understanding of commercial/US Government contractual instruments including contract type, terms and conditions, and contract financing vehicles.
  • Working knowledge of Microsoft Excel, PowerPoint and Word. Database capability also desired. 
  • Excellent verbal and written communication skills.
  • Demonstrated leadership qualities; ability to start, oversee, and follow-through with major assignments and responsibilities.
  • Ability to work in a dynamic, fast paced environment.

Other Preferred Experience:

  • Knowledge of Federal Acquisition Regulations, Defense Federal Acquisition, NASA Federal Acquisition, and ITAR requirements.
  • Knowledge of the contract financing, milestone and, Performance Based payments, and budget planning process.
  • Ability to analyze risk and financial data.
