Orbital ATK is seeking a Senior Contracts Administrator for our Mesa, AZ location.

This position participates in and/or conducts proposal preparation, contract negotiation, contract administration, and customer contact activities to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications.

Relocation may be considered.

Job Responsibilities include, but are not limited to:

Contract Structure and Business Terms:

  • Provide      contract management support as directed by Manager of Contracts on      assigned programs. This includes basic contract management tasks from      proposal/pursuit phase through contract execution and closeout.
  • Develop a clear understanding of customer and program requirements that harmonize with OA business strategy to ensure contract structure and business terms are aligned with both.
  • Revise terms and conditions to address provisions and risks of financial terms, acceptance criteria, delivery requirements, warranty, intellectual property, termination, indemnification and all other potential risk areas and recommend risk mitigation strategies.
  • Identify business risks associated with contract in partnership with mission assurance.
  • Ensure flow down of required terms and conditions to subcontractors and that subcontractor terms and conditions are appropriate for the work being performed in relation to the prime contract.
  • Assist      Program Manager in communication and meetings with internal and      external customers
  • Prepare      and manage written communications with internal and external      customers for assigned contractual matters

Negotiation:

  • Lead the development of a comprehensive negotiation strategy/plan working in conjunction with Program Team.
  • Define negotiation parameters through delegation process (including goals/limits).
  • Execute cost or pricing data certificate when required.
  • Lead the delegation process, ensuring proper delegation package is created and proper sign-offs are obtained.

Financial Performance:

  • Establish equitable payment terms, facilitate timely payments through coordinated oversight with Finance of invoicing process and ensuring customer compliance with contractual payment terms.
  • Implement the change management process and coordinate with Program Management to ensure compliance.
  • Monitor contract cost performance with Program Management and Finance.
  • Assist Program Manager in achieving company financial goals for sales, EBIT and cash flow.

Technical Performance:

  • Ensure compliance with program schedule as outlined in contracts.
  • Following contract award communicate (together with Program Manager) contract, program, schedule and SOW requirements to program team.
  • Under the supervision of the Manager of Contracts, develop solutions to contractual matters to ensure company compliance with contract requirements.
  • Enter contract data into Deltek CostPoint system.

Qualifications:

  • Bachelor’s Degree in Business or Related Field required. CPCM certification preferred.
  • 5-7 years of Contract Management experience preferred or related educational training
  • International Contracts Management experience, strongly preferred
  • Able to travel 10-25%, both domestically and internationally, required
  • Experience in Contractor Logistics Support, Performance Based Logistics and Aftermarket Services Contracts, strongly preferred
  • Ability to work in a matrix environment on assigned tasks
  • Ability to manage multiple tasks and meet due dates as assigned by managers
  • Experience in international negotiation of direct commercial sales contracts
  • Excellent written, verbal, and computer skills with a strong ability to effectively communicate with internal and external customers
  • Ability to quickly understand and learn contract management and regulatory requirements
  • Ability to work independently on assigned tasks after receiving direction from manager
  • Security regulations require that the individual must be a U.S. Citizen and must have the ability to obtain a DoD security clearance
